Auckland Congestion Update

On a positive note we are starting to see improvements in the dwell time and processing of vessels in Auckland.  These improvements have led to shipping lines starting to drop the congestion surcharges they have been applying.  Please note we are still seeing consistent pressure at origins and tranship ports with equipment, space and schedule reliability issues.  This is in turn keep freight rates at unprecedented levels into New Zealand along with increased transit times.

Regarding Auckland port congestion charges, we have received notices from ONE, COSCO, MSC, ZIM and PIL that they are removing the congestion surcharges.  ACA will only be applying any congestion surcharges if received from the shipping lines.

Note all dates listed are based on Gate In, Departure or Shipped on Board dates, as applied by the respective Shipping Lines:

  • ONE Line 15 October 2021
  • COSCO Shipping Line 22 October 2021
  • PIL Line 1 November 2021
  • ZIM 1  November 2021
  • MSC - Asia 15 August 2021
  • MSC - Australia 23 August 2021
  • MSC - India and Pakistan 27 August 2021
  • MSC - Europe & Other Trades 1 October 2021
  • (Please note MSC listed this as a Peak Season Surcharge)
  • Hamburg Sud Auckland Congestion Surcharge still applicable at time of sending
  • Maersk Line Auckland Congestion Surcharge still applicable at time of sending
  • ANL Auckland Congestion Surcharge still applicable at time of sending

However, due to ongoing congestion and delays at the Ports and Container yards for local transport, we have been receiving notices from our transport partners of additional 'Network Congestion' charges.  This is to cover the waiting times and congestion at the Ports and Empty container yards.  Information provided to us show they are experiencing daily waits in excess of 2 to 3 hours.  Truck productivity has dropped from 10/12 moves per shift (2018) to 6 moves per shift on average last month.

Our transport partners have been absorbing these increased costs up to now but as there is no sign of improvement this is no longer sustainable.

ACA will be applying a Network Congestion Surcharge on all FCL and LCL import and export cargo in and out of Auckland: 

  • NZD 25.00 per w/m effective for cargo arriving from the 15 November 2021 (This will replace the current shipping line port congestion of USD 12.00 per wm).
  • NZD 85.00 per container for all cargo arriving / departing from 1 November 2021.
