2021/2022 Seasonal Measures for Brown Marmorated Stink Bug (BMSB)

ACA International has received advice from the Ministry of Prime Industries (MPI) on the release of the proposed changes to the Brown Marmorated Stink Bug (BMSB) seasonal measures for the 2021-2022 season.

The official Health Standard has not yet been published by MPI and we will broadcast any changes not included in the below.

For the 2021-22 BMSB risk season, treatment prior to arrival in New Zealand will apply to:

  • Vehicles, Machinery and Parts (VMP) and New Tyres from Target Risk Countries
  • Sea Containers from Italy

The 2021-22 BMSB season will be in effect for goods that;

  1. Are exported from a country listed below, on or after 1 September; OR
  2. Are used, moved to or stored in a country listed below for more than 5 days before being loaded in that country, on or after 1 September; AND
  3. They arrive in New Zealand on or before 30 April.

Vehicles, machinery, parts and new tyres that are sealed in a fully enclosed container before 1 September and exported before 1 October of the same year are excluded from all BMSB management requirements if evidence of the container sealing date is provided before arrival in New Zealand.

Target Risk Countries

The following countries have been categorised as target risk.  VMP which are manufactured in, or shipped from these countries will be subject to BMSB seasonal measures:

The list of target risk countries will now include Poland in addition to target risk countries identified for the 2020-21 BMSB risk season.

Emerging risk countries for the 2021-22 BMSB risk season include Belarus, Malta, Sweden, United Kingdom, and Chile (these will not be subject to treatment but may be selected for random onshore inspections).

Changes to Vehicles, Machinery and Parts (VMP)

Small Vehicles listed below that were previously excluded from requirements now require treatment before arrival in New Zealand.

  • All-terrain vehicles (ATVs)
  • Quad bikes
  • Golf carts
  • Side-by-side racers (sxs)

Inflatable Boats are clarified as excluded from treatment requirements before arrival in New Zealand

New Vehicles, Machinery and Parts (VMP)

Certain new VMP are excluded from treatment requirements when they are stored indoors continuously after manufacture or have only been exposed periods of outdoor storage for movement or loading purposes, not exceeding 4 hours at one time, before being loaded in a fully enclosed FAK or FCL container.

A manufactures declaration is required to be completed and submitted to MPI prior to arrival in New Zealand.  The format of this declaration has changed – and will be issued once the official Health Standard is released.
