New Zealand MPI – 2023/2024 Seasonal BMSB Measures
MPI have advised that they have completed their annual review on the BMSB seasonal measures. There will be no changes to the Import Health Standards for [Vehicles, Machiner and Parts ] and [Sea Containers ]
Both standards include requirements for importing goods to New Zealand during the Brown Marmorated Stink Bug (BMSB) risk season.
The BMSB season covers all cargo that depart on or after the 1st September and arrive in New Zealand on or before 30th April.
BMSB requirements for Sea Containers ex Italy
All sea containers exported from Italy during the BMSB season must be treated by an approved provider before arrival into New Zealand. Containers may be inspected upon arrival instead of treated when the cargo contains [ sensitive goods ] that may be damaged by treatment options.
- Agricultural compounds and veterinary medicines;
- Food for human consumption (including beverages);
- Food-grade packaging materials (such as thermal plastic film);
- Fresh produce;
- Frozen food products;
- Live animals;
- Leather goods (apparel and furniture)
- Pet food;
- Pharmaceutical products;
- Polyurethane bales and foam products;
- Refrigerated goods;
- Seed for sowing;
- Special Category Risk Goods (Chemical, Explosive, Mineral, Radioactive or Volatile);
- Tank-tainers and
- Textiles (including yarn)
Please contact your customer service representative if you believe your goods are sensitive to the treatment options and should be added to the list.
Fully enclosed Sea containers from Italy sealed before 1 September and exported before 1 October of the same year, are excluded from all BMSB management requirements if evidence of the container sealing is provided. Evidence includes all the following. MPI is allowing for instances where the shipped on board date may have been missed due to container rolling or vessel delays.
- A time stamped photo of the container seal on the closed container.
- The Bill of lading having the matching container seal.
- The Bill of lading has a Shipped on Board date before the 1st October
BMSB requirements for Vehicles, Machinery and Parts from targeted high-risk countries
All VMP that are exported from targeted high-risk countries require treatment before arriving into New Zealand. NZMPI and AUDOA maintain the list of risk countries.

Vehicles, machinery and parts are given the following meanings in the Import Health Standard for Vehicles, Machinery and Parts.
- Vehicle: Any mobile conveyance or machine which purpose is to transport people or cargo. Vehicles may be terrestrial vehicles (on-road or off-road) or aircraft and watercraft.
- Machinery: Any mechanical device that modifies or transmits energy to assist in or improve the performance of work. The device may be drawn, fixed in position, pushed or self-propelled and electric or non-electric.
- Parts: Any accessories, attachments, components, devices, fittings, gear or parts such as chassis, engines, seating, panels, suspension units, tyres and wheels on rims for all types of vehicles and machinery.
Some NEW types of vehicles, machinery and parts are excluded from BMSB management requirements providing they are stored indoors and exported in a fully enclosed container and a signed manufacturer’s declaration is submitted before arrival. Exclusions will apply to the following commodities unless exported from Italy:
- New Machinery (non-drivable kind)
- New Jet skis and Sea Scooters
- New Tyres
- New Vehicle and Machinery Parts
- New Smaller Vehicle Types (including all-terrain vehicles (ATV), motorcycles, golf carts, go-karts, scooters, side by side (SxS) racers/vehicles, snow mobiles, quad bikes and tricycles).

All break bulk, open top and flat rack containers from Schedule 3 countries holding risk goods require mandatory offshore treatment using an MPI approved offshore BMSB treatment provider unless they are included on the list of exempt goods or sensitive risk goods above. A post treatment window of 120 hours applies. The goods must be loaded onto a vessel for export to New Zealand within 120 hours after treatment and the container must be segregated from untreated goods or other sources of possible BMSB contamination after treatment and prior to export

Treatment options for 2023-24 season

Heat Treatment
For all goods types and sizes
- 56°C or higher at the coldest surface of the goods, for a minimum of 30 minutes
or
Alternative option for individual goods weighing less than 3000 kg shipped as break bulk only, - 60°C or higher at the coldest surface of the goods, for a minimum of 10 minutes
Note: Individual goods shipped as break bulk weighing less than 3000kg treated at 60°C for 10 minutes require evidence within shipping documentation that they are less than 3000kg for these treatments to be accepted.
Methyl Bromide
- A dose of 24 g/m³ or above, at 10°C or above, for a minimum of 12 hours (but less than 24 hours), with a minimum end point reading of 12 g/m³
or - A dose of 24 g/m³ or above, at 10°C or above, for 24 hours or longer, with a minimum end point reading of 8 g/m³
Note: Dose increases to compensate for temperatures less than 10°C is NOT permitted.
Sulfuryl Fluoride
- A dose of 24 g/m³ or above, at 10°C or above, for a minimum of 12 hours (but less than 24 hours), with a minimum end point reading of 12 g/m³
or - A dose of 24 g/m³ or above, at 10°C or above, for 24 hours or longer, with a minimum end point reading of 8 g/m³
Note: Dose increases to compensate for temperatures less than 10°C is NOT permitted.
